
Why There Is No Price on This Page
Every cost guide on the internet opens with a range, and most of those ranges are close to useless — not because the writers are dishonest, but because the two variables that dominate the total are invisible from a keyboard. Publishing a number anyway trains readers to expect something, and then a bid that reflects the actual property reads as an overcharge when it is nothing of the sort.
So this page does something different. It sets out what genuinely moves the figure, in rough order of how much each one moves it. Read it and two bids stop being two totals and start being two descriptions of work that can be compared.
The Two Things That Dominate Everything
What is underneath
A property of a given size can be a straightforward job or a substantial one depending entirely on the state of the ground. Firm, well-drained, uniform ground needs relatively little done to it. Ground that has to be dug out, replaced and rebuilt in layers converts the same square footage into a considerably larger project.
Locally this variable swings harder than it does in most of the country, because subsurface conditions here are so inconsistent over short distances. Shallow rock in one place and a soft pocket a few yards away is ordinary rather than unusual. Hitting rock partway through an excavation changes the approach and the number. So does discovering that what looked like a base has become soil over the years, with fine material worked into it until it no longer behaves like stone.
None of that is visible from the road, which is the whole reason a figure given before anyone has looked is a figure that gets revised.
The section being built
How much compacted aggregate goes in, and how deep the asphalt finishes over it. This is ordinarily the single largest difference between two bids for identical work, and it is the easiest one to hide, because both quantities disappear from view the moment the job is finished.
Ask both bidders for both figures, in writing, as separate numbers. Nine times out of ten the gap explains itself instantly — and it explains the difference in expected lifespan at the same time, which is the more important half of the answer.
What Else Moves It, and Roughly How Much
- Size and shape. Area is the obvious driver. Shape matters too: a simple rectangle is quicker than the same square footage broken into curves and awkward corners, because machinery works efficiently in straight lines.
- Removal. Existing material has to come out, be loaded and be hauled away. That is real labor and real disposal, and it is the reason resurfacing prices below rebuilding.
- Access. Whether trucks and equipment can reach the work without difficulty. Tight approaches, narrow gates, overhead limbs and long distances from the road all add time, and time is what is being purchased.
- Grade. Slope changes the sequence, sometimes the equipment, and generally the drainage detail that goes with it.
- Drainage work. Regrading, edge treatment, or anything that has to be installed to carry water off the property.
- The approach at the public road. Frequently subject to requirements set by whoever maintains the road, and those requirements can add both a step and a cost.
- Distance. Hot material has a working window, so haul time from the plant is a genuine factor on rural properties well outside town.
Resurface or Rebuild: the Real Comparison
Resurfacing is meaningfully cheaper, and it should be. Nothing is excavated, no aggregate is purchased, and the disposal cost disappears.
Whether it is better value is an entirely separate question, and it hinges on one thing: is what is underneath still carrying weight? Where it is, new material over the top is good money and can add many years. Where it is not, the same cracking pattern reappears along the same lines within a season or two, having consumed most of what doing the job properly would have cost. The movement below never stopped, and nothing placed above it was ever going to stop it.
The way to interrogate a resurfacing proposal is not to challenge the price. It is to ask what makes the bidder confident the ground below is sound. Legitimate answers exist. There should be one, and it should be more specific than an assurance.
Four Line Items That Make Bids Comparable
- What is removed and hauled away, stated as a quantity rather than implied.
- Compacted aggregate depth, in inches.
- Asphalt depth, in inches, and whether that figure is before or after rolling — the two are not the same and the difference is not trivial.
- What happens at the approach where the property meets the public road.
With those four in hand, two bids that looked incomparable usually resolve into a clear picture: one is building more structure than the other, and now the question is whether the extra is worth the difference. That is a decision an owner can actually make.
Timing, and Whether It Saves Anything
Availability shifts through the year far more than rates do. Hot material comes from plants that shut down for the cold months, so the season has a definite beginning and end, and the busiest weeks cluster at either end of it — everyone who waited out the winter, and everyone trying to finish before it returns.
Booking into the quieter middle stretch is more likely to buy scheduling flexibility and unhurried attention than a discount. That is worth having, and it is worth being realistic about what it is: better service rather than a lower number.
The Cheapest Bid, and When It Is the Right One
Sometimes it is. A contractor with a crew already working nearby, or with a gap in a schedule, can legitimately quote below others without cutting anything at all.
The way to tell that apart from the other kind is not instinct. It is the four line items above. A low bid that specifies the same removal, the same aggregate depth, the same asphalt depth and the same treatment at the road is a genuine saving. A low bid that is quiet about any of them is usually cheaper because it is building less, and the part it is building less of is the part that cannot be inspected once the work is done.

Is an overlay cheaper than a rebuild? Yes, meaningfully, because nothing is excavated and no new base goes in. Whether it is better value is a different question, and it turns entirely on the state of what is underneath. Over a sound base an overlay is good money. Over a failing one it buys a season or two and then the same cracks return in the same places, having cost most of what a proper job would have.
